An experienced, highly respected scout who spends most of her time in Callasta Capital, helping train prospective scouts for their first missions. She is a stern and unforgiving teacher whose respect is hard-earned, but once you have it, you have it for life. She expects excellence.

Safra doesn't join in every excursion to the Wastes: she is busy with training and paperwork much of the time. But when she does go, she is often in a leadership position and people defer to her skill and experience. She is, if it's even possible, even harsher when in the Wastelands: it is a significantly more dangerous environment, and she expects everybody to be aware of that at all times.
